Mobile virtual network operators
A mobile virtual network operator (MVNO) is a mobile service provider that leases access to Telstra, Optus, Vodafone or Pivotel networks at wholesale rates and then resells that service under its own brand.
MVNOs that do not send, transit or terminate SMS/MMS messages are not originating, transiting or terminating telcos for the purpose of the register.
SMS Sender ID Register industry standard
The Telecommunications (SMS Sender ID Register) Industry Standard 2025 operationalises the register by setting rules that telcos must follow.
The standard defines telcos as:
- carriage service providers (CSPs)
- carriers
- electronic messaging service providers (message providers).
Only Australian telcos involved in sending, transiting or terminating SMS/MMS messages that include sender IDs must apply to the ACMA to participate in the register.
MVNOs who do not send, transit or terminate SMS/MMS messages are only required to comply with some of the obligations in the standard.

Notification to message recipients
MVNOs that supply a public mobile telecommunications service must notify all existing and new customers about what happens when a SMS/MMS message is sent with a registered or unregistered sender ID.
MVNOs must send a one-off notification around 1 July 2026 when the register commences, as well as regular notifications from July 2026.
Notifications to the customer can be by
- SMS
- a mobile application
- any other direct communication.
Information about the register must also be published on your website from 30 November 2025.

Misrepresentation about participating in the register
All telcos (including MVNOs) that do not participate in the register must not claim to be, or describe themselves as, a participating telco or a certified telco.
