Outcome

We have implemented new planning arrangements in the 1.9 GHz band.

You can find full details in the outcomes paper in the key documents section above.

We have also published the submissions received for the consultation and a letter from the Australian Mobile Telecommunications Association (AMTA) below.

Previous consultation: The issue

radiocommunications

In November 2021, we released a discussion paper on exploring future use of the 1.9 GHz band. After various stages of consultation and stakeholder submissions, in November 2023, we released an outcomes paper. It listed the implementation outcomes for the 1.9 GHz band:

  • maintaining short range wireless broadband (SR WBB) use under Australia-wide class-licensing arrangements across 1880–1900 MHz
  • introducing Australia-wide apparatus–licensing arrangements for indoor only SR WBB applications in 1900–1920 MHz
  • maintaining local area wireless broadband and point-to-point access arrangements across 1900–1920 MHz in regional and remote areas
  • preserving options for rail mobile radio (RMR) services in 1900–1910 MHz for new uses and applications.

Our proposed implementation of the 1.9 GHz planning outcomes is outlined in the consultation paper above. It is supported by the following draft documents:

  • A draft new radiocommunications assignment and licensing instruction (RALI) MS51, which provides the licensing requirements for Future Rail Mobile Communication Services (FRMCS) in the 1900–1910 MHz frequency range.
  • The Radiocommunications (Cellular Mobile Telecommunications Devices) Class Licence Variation 2026 (No. 1) to include mobile services in the 1900–1910 MHz frequency range.
  • Amendment to RALI FX19 to include provisions for indoor short-range wireless broadband services in the 1900–1920 MHz frequency range.

Update (24 February 2026)

Due to stakeholder requests, we have extended the closing date from 27 February 2026 to 5 pm (AEDT) on Friday 13 March 2026
