Outcome
We received no submissions about our proposal.
On 19 February 2026, we made the Broadcasting Services (International Broadcasting) Guidelines 2026, replacing the sunsetting Broadcasting Services (International Broadcasting) Guidelines 2016.
These guidelines apply to broadcasting services in Australia that are targeted at overseas audiences, as required under the Broadcasting Services Act 1992.
We consider the guidelines are working well. We have made minor changes to:
- provide clarity
- align with legislative drafting practices.
We thank all those involved in the consultation process.
Previous consultation: The issue
The international broadcasting guidelines are due to sunset on 1 April 2026.
The guidelines apply to broadcasting services in Australia that are targeted at overseas audiences. The guidelines explain:
- how international broadcasting services should operate
- what kind of material can be included in broadcasts
- the accepted conduct of international broadcasting licensees.
Our view is that the guidelines are working effectively. We plan to remake the instrument before the sunset date. We are putting forward some minor changes to improve clarity and update the instrument. You can find further details in the consultation paper and draft instrument above.
