2 GHz MSS band allocation

The 2 GHz band is currently used for television outside broadcast (TOB) services for short-term applications such as covering special events. There has been increasing interest in using the 2 GHz band for mobile-satellite services (MSS).  

We are seeking feedback on our proposed approach to the 2 GHz MSS band (1980–2005 MHz and 2170–2195 MHz) allocation design and key technical parameters.

Overview

We are preparing to allocate licences in the 2 GHz MSS band (1980–2005 MHz and 2170–2195 MHz). 

In January 2021, we announced the outcome of the review of the 2 GHz band (1980–2010 MHz and 2170–2200 MHz), and the decision to replan the band for MSS.

This would enable:

  • 2 x 25 MHz (1980–2005 MHz and 2170–2195 MHz) for Australia-wide MSS. This includes support for deployment of a complementary ground component (CGC) with direct air-to-ground communications services (DA2GC) where a licensee wishes to supplement its MSS.
  • 2 x 5 MHz (2005–2010 MHz and 2195–2200 MHz) for shared narrowband MSS, including:
    • telemetry
    • short messaging
    • low-data-rate services such as satellite IoT (internet of things) application.

Under the planning decision, in July 2022 we introduced arrangements in the 2 x 5 MHz portion of the 2 GHz band to support narrowband MSS systems.

We are developing arrangements to support MSS in the remaining 2 x 25 MHz of spectrum in the 2 GHz band. This follows initial consultation in November 2023.

Next steps

On 9 July 2025, we opened a consultation on our proposed approach to allocation design and technical matters. Submissions to this consultation will:

  • shape our policy for the allocation of licences in the 2 GHz MSS band
  • inform the drafting of any instruments and documents describing the technical framework and allocation process. 

Subject to feedback from this consultation, we expect to consult on draft instruments in late 2025 or early 2026. We plan to commence an auction in the second quarter of 2026.
