Statement of significant event – Australian Motorcycle Grand Prix at Phillip Island 2025

We are declaring this event under the Radiocommunications Equipment (General) Rules 2021, otherwise known as the General Equipment Rules.

Declaration of a significant event – Australian Motorcycle Grand Prix 2025

On 2 October 2025, we made the Radiocommunications (Significant Event – Australian Motorcycle Grand Prix) Declaration 2025. The declaration was made under subsection 54A(2) of the General Equipment Rules. 

In the declaration, the 2025 Australian Motorcycle Grand Prix has been declared a significant event.

Period of the significant event

The period of the significant event commences on 15 October 2025 and ends on 20 October 2025.

Location of the significant event

The location of the significant event is a circle that:

  • is centred on the following GDA94 coordinates: 38.50393°S, 145.23474°E
  • has a 1 km radius.

Please note: The location of the significant event covers the Phillip Island Grand Prix circuit on Phillip Island, and parts of surrounding areas.

Exemptions

A declaration of a significant event may provide exemptions for:

  • radiocommunications devices
  • transmitters
  • telecommunications customer equipment and customer cabling
  • cabling work.

Radiocommunications devices – exemption

Subsection 54A(1) of the General Equipment Rules exempts a person from using, operating, possessing or supplying devices that do not comply with the applicable general standard, if the device is imported solely for use in Australia in connection with a significant event such as the Australian Motorcycle Grand Prix 2025.

The device can only be used or operated in Australia at the location of the significant event and only during the period of the significant event.

Please note: Requirements in relation to the electromagnetic computability (EMC) standard, electromagnetic energy (EME) standard and the Radiocommunications (Low Interference Potential Devices) Class Licence 2025 (LIPD class licence) may still apply in relation to the device.

Transmitters and LIPD class licence exemptions

A person may be exempt from operating a transmitter under subsection 7(7) of the LIPD class licence if the transmitter:

  • is imported into Australia solely for use in connection with a significant event such as the Australian Motorcycle Grand Prix 2025
  • meets any requirements to be tested or inspected before it is used in Australia
  • complies with all conditions or requirements imposed on the use of the transmitter in Australia
  • is used in Australia only at the location of the significant event
  • is used in Australia only for the duration of the significant event.

Telecommunications customer equipment and customer cabling exemptions

Clause 5 of Schedule 2 to the Telecommunications (Labelling Notice for Customer Equipment and Customer Cabling) Instrument 2025 (TLN) exempts an item from telecommunications labelling requirements if:

  • the item is imported for connection to a telecommunications network or to a facility of such a network in relation to a significant event like the Australian Motorcycle Grand Prix 2025
  • the manager of the network or facility has given written consent to the connection for the duration of the event.

Cabling work exemptions

Cabling work may be exempt from meeting the requirements in the Telecommunications (Cabling Provider) Rules 2025 in specified circumstances.

Clause 9 of Schedule 1 to the Telecommunications (Types of Cabling Work) Declaration 2024 exempts cabling work if it involves the installation or maintenance of customer cabling that:

  • is for use in relation to broadcasting content for the duration of the significant event such as the Australian Motorcycle Grand Prix 2025
  • is connected, or is for connection to, a telecommunications network in accordance with the written consent of the manager of the network
  • will be completely removed from the various locations of the significant event at the end of the significant event.
