The issue
This consultation outlines our 520 MHz to 5 GHz band pricing review findings. It uses a new congestion-based pricing approach, and proposes annual pricing adjustments to better align prices with efficient spectrum use.
This review meets our intent to periodically reassess pricing settings following implementation of the Spectrum Pricing Review.
Our analysis shows congestion is generally low-to-moderate across most spectrum and geographic locations. We propose targeted reductions to apparatus licence tax rates, with adjustments varying by band and density area. For example, larger reductions in low and remote-density areas where spectrum is underutilised.
We are seeking views on the proposed pricing model, methodology and resulting price changes. This includes whether the approach reflects real‑world experience accessing spectrum and how it may impact different users and use cases.
