Outcome
On 16 July 2026, we made the Variation to Licence Area Plan – Horsham – 2026 (No. 1). This involves:
- Making spectrum available for a new FM transmitter at Horsham for the 3WM commercial radio broadcasting service.
- Varying the commercial radio broadcasting technical specifications for the 3WM infill transmitter at Ararat.
- Making spectrum available for new FM infill transmitters for the 3WM and 3WWM commercial radio broadcasting services of Edenhope.
- Varying the technical specifications for the existing 3HHH community radio broadcasting service, changing its frequency to 106.3 MHz.
The proposed changes will enable FM transmission on the 3WM commercial radio broadcasting service in Horsham. The AM transmission will continue to broadcast as a simulcast arrangement.

Previous consultation: The issue
We want to vary the Horsham licence area plan (LAP). This will involve:
- Making spectrum available for the 3WM commercial radio broadcasting service in Horsham RA1, so it can broadcast on FM transmission.
- Varying the technical specifications for the existing FM infill transmitter serving Ararat for the 3WM commercial radio broadcasting service in the Horsham RA1 licence area. This includes an increase in power and decrease in maximum antenna height.
- Making spectrum available for a new FM infill transmitter for the 3WM commercial radio broadcasting service in the Horsham RA1 licence area to serve Edenhope.
- Making spectrum available for a new FM infill transmitter for the 3WWM commercial radio broadcasting service in the Horsham RA1 licence area to serve Edenhope.
- Varying the technical specifications for the existing 3HHH community radio broadcasting service in the Horsham RA2 licence area, changing its frequency from 96.5 MHz to 106.3 MHz, to enable the 96.7 MHz frequency to be used for the proposed 3WM FM transmission.
- Making other minor amendments to the Horsham LAP.
