The issue
The Telecommunications (Carrier Licence Charges) Act 1997 imposes an Annual Carrier Licence Charge (ACLC) on each carrier licence in force at the beginning of a financial year. The ACLC is calculated annually to recover certain telecommunications costs incurred by the ACMA, the Australian Competition and Consumer Commission and the Department of Infrastructure, Transport, Regional Development and Communications from carriers.
The ACMA is required to prepare a Cost Recovery Implementation Statement (CRIS) in accordance with the Australian Government Cost Recovery Guidelines for the implementation of the proposed ACLC each year.

This consultation paper does not pose specific questions. However, we welcome feedback from interested stakeholders on the proposed ACLC, the CRIS for the ACLC, the CRIS for the Measuring Broadband Australia program or any other issues relevant to the proposed charges.
