1900-1920 MHz and 2010-2025 MHz Bands Frequency Band Plan 2004
On 15 December 2004, the former ACA made a new Frequency Band Plan, the
1900-1920 MHz and 2010-2025 MHz bands Frequency Band Plan 2004. The
Band Plan came into effect on 16 December 2004.
The Frequency Band Plan is introduced to enhance opportunities for apparatus
licensing of Broadband Wireless Access (BWA) in the frequency bands 1900-1920
MHz and 2010-2025 MHz.
The objectives of the Frequency Band Plan are:
- to promote the deployment of BWA by retaining the primary allocation
for the mobile service and for the fixed service where used for
point-to-multipoint applications in the 1900-1920 MHz and 2010-2025 MHz
- to give priority to BWA by demoting the regulatory status of the
allocation for fixed services where used for point-to-point applications
from primary to secondary status in the 1900-1920 MHz and 2010-2025 MHz
bands after 17 December 2005.
The secondary allocation to the fixed service where used for point-to-point
applications in the 1900-1920 MHz and 2010-2025 MHz bands allows for continued
use of these bands for this purpose where they do not affect the deployment of

Development of frequency band plan for the 1900-1920 MHz and 2010-2025 MHz
In July 2004 the former ACA released a consultation paper, Deployment of Broadband Wireless Access (BWA) Services in the 2 GHz
Band. The paper proposed, among other things, the making of a
frequency band plan to enhance opportunities for apparatus licensing of BWA
services in the 1900-1920 MHz band in regional and remote areas, and for the
2010-2025 MHz band in remote areas. There is currently an embargo on the
assignment of any new services in these bands pending the outcome of
consultation on the proposed former ACA initiatives (see Spectrum
Embargoes - Embargo 38).
In October the former ACA released for comment a draft frequency band plan
for the 1900-1920 MHz and 2010-2025 MHz bands. To assist with understanding and
comment on the draft plan, the former ACA also developed from the above
consultation paper a companion
document detailing the rationale for the plan's development.
Before making a new frequency band plan, and as required by section 33 of
the Radiocommunications Act 1992, the former ACA invited public
comment on a draft band plan by notice in a special Gazette on 18
October 2004. The closing date for public comment was 19 November 2004.

with the making of the 1900-1920 MHz and 2010-2025 MHz bands Frequency Band
