In late November 2017, the ACMA intends to conduct a spectrum auction to allocate residual spectrum in the 1800 MHz, 2 GHz, 2.3 GHz and 3.4 GHz bands. This spectrum remained unallocated after licence allocation and reissue processes in those bands. In addition, some spectrum in the 2 GHz band in the Canberra region has recently been designated for spectrum licensing for the first time.
The ACMA has now released the Applicant information package (AIP) for the upcoming auction for the residual lots. This auction is referred to as the multiband residual lots auction. The AIP includes information outlined in section 28 of the Radiocommunications (Spectrum Licence Allocation – Multi-band Auction) Determination 2017.
The AIP comprises a detailed Auction guide, relevant legislative instruments and accompanying explanatory statements, and the Auction forms booklet. It also provides information on how to lodge auction documents and make relevant payments to the ACMA.
The ACMA invites interested parties to consider the information provided and apply to participate in the auction. The closing date for applications is 5 pm, 27 October 2017.
Questions about the auction or further information on how to participate can be directed to the Multiband Auction Manager via email at email@example.com.
Further information on the multiband residual lots auction can be found in the auction guide in the below table.
This auction guide was initially released on 6 October 2017. A new version of the auction guide, including an errata note on pages 52–3, was released on 17 October 2017. The full change is in the auction guide and the substance of the change is as follows:
While registered bidders will only be able to bid on lots nominated during the application stage, they will have access to pricing information on all lots in a stage if they nominated any lot in that stage.
