After considering the issues and suggestions raised in submissions, we finalised our Five-year spectrum outlook 2020−24 (FYSO 2020–24). The Addendum to FYSO 2020–24 provides the ACMA’s response to submissions received to the draft FYSO 2020–24.
Spectrum use continues to evolve rapidly in Australia. New technologies, along with increased recognition of the value of wireless, mobile and satellite services, are key drivers of change.
The five-year spectrum outlook (FYSO) provides an overview of the technology, market and policy drivers likely to shape the demand for spectrum over the next five years, as well as our spectrum management priorities and work plan. Every year, we seek feedback on the draft FYSO, ahead of settling the final FYSO.
In the draft FYSO 2020–24, we:
- revise and update our forward allocation plan
- plan for private long-term evolution networks
- explore new bands for monitoring
- set out a detailed work plan for the coming year, including our program of upcoming spectrum auctions.
The draft FYSO forms a key part of our engagement and transparency with industry and the community on our spectrum management priorities.
We are keen to ensure that our spectrum management arrangements continue to support the Australian communications and media sectors during the COVID-19 pandemic. Due to the impact of COVID-19 across the industry sectors using spectrum, we are providing a longer consultation period of 8 weeks and encourage spectrum users to provide comment or feedback about the short, medium and longer-term demand for spectrum use and our work program for the next 12 months.
During the pandemic, we will continue to update our regulatory response and keep spectrum users and the public informed of changes.
We propose to publish the final 2020–24 FYSO early in the 2020–21 financial year.
