Broadband powerline communications systems
Broadband powerline communications (BPLC) systems involve communications passed across the AC mains wiring. BPLC systems have the potential to fulfil a range of broadband (> 2 MB/s) communications needs, including in-house connection of computers and peripherals and last-mile delivery of broadband data services.
The introduction of BPLC systems overseas has, however, raised a number of issues. These include:
- telecommunications issues related to the use of public and private communications networks using the same or interconnected wiring; and
- the interference risk these systems pose to High Frequency (HF) radiocommunications services. Australia makes significant use of the HF band (3-30 MHz) for fixed and mobile services including the flying doctor service, amateur services and broadcasting.
The HF signals generated by BPLC devices will radiate from the AC mains wiring they are connected to. The extent of these unintentional radiated emissions will depend on many factors, including differences in the configuration of AC mains supply systems from country to country and the physical layout of the wiring.
The management of unintentionally radiated emissions from BPLC systems is being addressed under electromagnetic compatibility (EMC) regimes in various countries. The ACMA is monitoring regulatory developments overseas regarding BPLC systems, and is looking domestically at ways to examine the issues arising from the use of these systems with a broad range of stakeholder organisations.
