Review of satellite filing and coordination policies and procedures

The Australian Communications and Media Authority (the ACMA) is inviting comment from stakeholders on its review of satellite filing and coordination policies and procedures.

In 1999-2000, the ACMA's predecessor, the ACA, established policies and procedures for the filing and coordination of satellite networks with the International Telecommunication Union (ITU). Given the passage of ten years, the development of the satellite industry generally, the creation of the ACMA in July 2005 and reforms in the ITU process, the ACMA decided to review its satellite filing and coordination policies and procedures with a view to improving their efficiency and effectiveness.

The review includes presentation of a new model for those who wish to request access to frequencies for satellite communications through the ACMA in the future. The new model includes:

  • A manual of procedures. This includes updated assessment criteria.
  • Changes to charging arrangements. It is intended that these will be reflected in the Radiocommunications (Charges) Determination 2007.
  • A deed poll.

In particular, the ACMA is seeking comment from satellite operators it has worked with over the last decade, and those who are considering working with the ACMA in the future.
