The universal service obligation (USO) requires Telstra to ensure that payphones are reasonably accessible to all people in Australia on an equitable basis. The former ACA released its report examining Telstra's performance in meeting this obligation.
The report examines:
- the importance of payphones in Australia
- the global decline in the penetration of payphones
- Telstra monitoring of payphone performance and
- the findings of an independent audit of 501 Telstra payphones.
This publication follows previous payphone reports published in March 2000 and February 2001.
