Telecommunications standards list

 

Alert: Changes to ACMA labelling arrangements from 1 March 2013.

The ACMA has power, under section 376 of the Telecommunications Act 1997 (the Act), to make technical standards (ACMA standards) in relation to specified customer equipment and customer labelling. Section 376 of the Act states:

376 ACMA's power to make technical standards

(1) The ACMA may, by written instrument, make a technical standard relating to specified customer equipment or specified customer cabling.

(2) Standards under this section are to consist only of such requirements as are necessary or convenient for:

(a) protecting the integrity of a telecommunications network or a facility; or
(b) protecting the health or safety of persons who:

(i) operate; or
(ii) work on; or
(iii) use services supplied by means of; or
(iv) are otherwise reasonably likely to be affected by the operation of;

     a telecommunications network or a facility; or

(c) ensuring that customer equipment can be used to give access to an emergency call service; or
(d) ensuring, for the purpose of the supply of a standard telephone service, the interoperability of customer equipment with a
      telecommunications network to which the equipment is, or is proposed to be, connected; or
(da) ensuring, for the purpose of the supply of a carriage service using:

(i) the national broadband network; or
(ii) any other superfast telecommunications network;

      the interoperability of customer equipment with such a network; or

(db) ensuring that customer equipment or customer cabling that is, or is proposed to be, connected to:

(i) the national broadband network; or
(ii) any other superfast telecommunications network;

     meets particular performance requirements; or

(dc) ensuring that customer equipment or customer cabling that is, or is proposed to be, connected to:

(i) the national broadband network; or
(ii) any other superfast telecommunications network;

     has particular design features

The following ACMA standards, the referenced industry standards, and their relevant compliance levels are specified in Schedule 1 of the Telecommunications Labelling (Customer Equipment and Customer Cabling) Notice 2001 (Telecommunications Labelling Notice).

Note: The status column in the table below indicates when a standard expires. If an overlap period exists, (i.e. the old standard expires at a later date than the commencement of its replacement standard), then both standards will be in force as applicable standards. During the overlap period, a supplier may choose to comply with either standard until the old standard has expired.

The ACMA has power under section 380 of the Telecommunications Act 1997, to make disability standards. Standards made under s.380 are not listed in the TLN and do not form part of the mandatory requirements specified in that Notice.

Wiring Rules

In addition, the ACMA has power under section 421(1) of the Telecommunications Act 1997 to make Cabling Provider Rules (CPRs). Provisions under CPRs require that the ACMA specify wiring rules for the performance of cabling work by cabling providers. The wiring rules are given regulatory effect by inclusion in the CPRs.
