About Commercial Broadcasters
Section 14 of the Broadcasting Services Act states:
Commercial broadcasting services are broadcasting services:
- that provide programs that, when considered in the context of that service being provided, appear to be intended to appeal to the general public; and
- that provide programs that:
- are able to be received by commonly available equipment; and
- are made available free to the general public; and
- that are usually funded by advertising revenue; and
- that are operated for profit or as part of a profit-making enterprise; and
- that comply with any determinations or clarifications under section 19 of the Broadcasting Services Act 1992 in relation to commercial broadcasting services.

- Commercial Broadcasting licences (radio & television) issued by the Priced Based Auction process of the Broadcasting Services Act 1992 (LIC023)
- Commercial Radio broadcasting licences issued for solus markets under section 39 of the Broadcasting Services Act 1992 (LIC024)
- Non-BSB Commercial radio broadcasting licences issued under section 40 of the Broadcasting Services Act 1992 (LIC025)
