USO discussion papers & other documents

This discussion paper outlined the Governments intention to introduce two pilot projects in regional areas to test new arrangements for contestability in delivering the universal service obligation (USO) and how the former ACA intended to implement the USO contestability arrangements. Comments on the paper closed on 13 November 2000. Updated information on the progress of the contestability arrangements is available.

This investigation launched in September 1999 looked at Telstra's performance relating to the CSG standard.

The Register contains:

  • all current general and special digital data service plans
  • all current approved policy statements and marketing plans
  • all determinations made under section 11C (relating to contestable service obligations) and section 14 (relating to alternative arrangements for fulfilling the USO) of the Telecommunications (Consumer Protection and Service Standards) Act 1999.

This page contains the report of an inquiry conducted by the former ACA during May to September 1998, on whether a digital data capability, broadly comparable to that of an ISDN channel, should be part of the telecommunications USO.

This former ACA report presented its conclusions drawn from a review of Telstra's universal service plan which the Minister for Communications, Information Technology and the Arts asked the former ACA to conduct. The report considered submissions sent in response to the former ACA's discussion paper Universal Plan Review issued on 17 December 1998. The discussion paper gives a good background on the USO and universal service plans. Comments on the discussion paper closed on 29 January 1999.
