Mobile Premium Services  – Obligations

Mobile premium services are offered using numbers starting with ‘191’, ‘193’-‘197’ and ‘199’ and include services such as:

  1. mobile ringtones

  2. mobile wallpaper

  3. online games

  4. chat services

  5. SMS voting / competitions

  6. horoscopes

  7. age-restricted content

  8. news, sports and weather updates

  9. music and video clips

  10. directory services

     

  11. financial information

Mobile premium services regulation

Mobile premium services are subject to the Mobile Premium Services Code, developed by the Communications Alliance and registered by the Australian Communications and Media Authority (the ACMA). Content suppliers are obliged under the Code to resolve customer complaints and refer customers to the Telecommunications Industry Ombudsman (TIO) if they are not satisfied with the suppliers’ response.

The ACMA has a compliance monitoring and enforcement role, identifying:

  1. potential breaches of the code

  2. recurring and systemic problems with services

  3. the providers that are responsible for problematic services
