Data elements of the RRL database

The Australian Communications and Media Authority (the ACMA) maintains the Register of Radiocommunications Licences (RRL) database. You can search it online, or download it online. Below is a list of data elements in the RRL database.

The data is extracted from the RADCOM databases for the CD ROM on a regular basis. It is stored on the CD ROM as both comma delimited (.CSV) and dBase compatible (.DBF) files.

Client Information

The words in brackets represent the names of the particular fields within the (*.DBF) databases:

  1. Client Number (client_no) - as in RADCOM

  2. Licensee (licensee) - which contains the name of the Licensee as printed on licences held by the Client

  3. Trading Name (trad_name) - which can be used to find more information about the client's business (e.g. there are several clients where the Licensee is BHP and the Trading Name contains the division within the BHP)

  4. Australian Company Number (acn) - when not blank, the ACN of the Organisation

  5. Postal Street(post_str), Postal Suburb (post_sub), Postal State (post_state) and Postal Code (post_code) - the details of the Postal Address of the Client

  6. Industry Code (ind_code) - when none = 0, else contains the Code for the Organisation's Industry.

Licence Information

Tthe words in brackets represent the names of the particular fields within the (*.DBF) database:

  1. Licence Number (licence_no) - as in RADCOM

  2. Client Number (client_no) - as in the Client information

  3. Status (status) - which can be either Not-Issued, Pending Issue, Issued, Renewal Notice, Expired, Surrendered or Cancelled (N.B. Expired licences are not necessarily available for re-assignment, e.g. the ACMA may have received but not processed the renewal at the time of CD-ROM production)

  4. Callsign (callsign) - the callsign allocated by ACMA. May be common to a number of licences but is unique to a Client.

  5. Date of Effect (date_effect) - the date that the most recent Licence period commenced

  6. Date of Expiry (date_exp) - the date that the Licence is due to Expire

  7. Ship Name (shipname) - name of marine vessel as supplied by Client

  8. Licensee (licensee)- as in the Client information

  9. Licence Type (lic_type) - which can have any of the values in the RADCOM Licence Type table (and the CD ROM LICTYPE database files)

  10. Licence Category (lic_cat) - which can have any of the values in the RADCOM Licence Sub-Type table (and the CD ROM LISUBTYP database files)

  11. Licence Special Conditions (spc_cond) - a string of Special Condition IDs separated by spaces (the Special Conditions are documented in the TEXT database files and the TEXT.TXT text file on the CD ROM)

  12. Licence User Text (user_text) - a string of Licence User Text IDs separated by spaces (the User Text is documented in the LIUSRTXT database files and the LIUSRTXT.TXT text file on the CD ROM).

  13. Licence Type ID (sys_lt_id) - has the RADCOM ID value for the Licence Type (used for data manipulation purposes).

  14. Licence Category ID (sys_lc_id) - has the RADCOM ID value for the Licence Category (used for data manipulation purposes).

Assignment Information

All assignments that have technical information (i.e. where RADCOM Spectrum Access and Device information exists for the assignment), are available in the CD ROM ASSIGN database. The database contains the following data elements:

  1. Access ID(access_id) - the identifier of the RADCOM Spectrum Access record

  2. Assigned Frequency (freq_ass) - normally the frequency (in Hertz) in the centre of the occupied bandwidth

  3. Carrier Frequency (freq_car) - the frequency (in Hertz) of the RF carrier if different to the assigned frequency (i.e. in the case of SSB A3J emissions)

  4. Operating Mode (mode) - either T for transmit, R for receive or T/R for transmit / receive

  5. Link ID (link_id) - identifies assignments that are related via the RADCOM Related Access table and assignments that that have the same Access_ID

  6. Emission Designator (emission) - recorded as per the ITU standard format

  7. EIRP (eirp) - the maximum level permitted of radiated power from the antenna referenced to an isotropic (point source) radiator

  8. Transmitter Power (tx_power) - the maximum level of RF power permitted to be produced by the transmitter

  9. Power Indicator (pwr_ind) - a code used to identify the means of referencing the measurement of the transmitter power

    PX = Peak Power PY = Mean Power PZ = Carrier Power

  10. Antenna Height (ant_hgt), Antenna Azimuth (ant_az)

  11. Antenna Polarity (ant_pol) - the polarisation of the antenna as required by the licence conditions

  12. Antenna Tilt (ant_tilt) - the tilt of the antenna +90 through 0 to -90

  13. Level of Protection (lvl_prot) - (used for Spectrum Licensing)

  14. Circuit Length (crt_len) - this information is not yet populated

  15. Station Class (stn_class) - a string of IFRB codes used to describe the type of operation of the station

  16. Spectrum Access Special Conditions (spc_cond) - a string of Special Condition IDs separated by spaces (the Special Conditions are documented in the TEXT.dbf and the TEXT.TXT text file on the CD ROM)

  17. Spectrum Access User Text (user_text) - a string of Spectrum Access User Text IDs separated by spaces (the User Text is documented in the ACUSRTXT database files and the ACUSRTXT.TXT text file on the CD ROM)

  18. Date Approved - (date_app) the date the frequency assignment (Spectrum Access) was approved

  19. Client Number (client_no) - as in the Client information

  20. Licence Number (licence_no) - as in the Licence information

  21. Licensee (licensee) - as in the Client information

  22. Licensing Band Width - (lic_bw) the bandwidth used for licence charging purposes calculated from the Upper and Lower frequency limits

  23. Licensing Area (lic_area) - the licensing charge area, also known as the spectrum use density area

  24. Coverage Grouping (coverage) - either Australia, Regional, Local or Sub-Local

  25. Area ID (area_id) - the key to the RADCOM Access_Area table

  26. Site ID (site_id) - the key to the RADCOM Site table

  27. Location (location) - either the Site Name or, if the assignment does not have a Site, the Access_Area Name

  28. Latitude (latitude), Longitude (longitude)- the latlong co-ordinates (in decimal degrees between -90, -180 and +90, +180) of the Site

  29. Zone (zone), East (east), North (north) - the AMG co-ordinates of the Site

  30. Site State (site_state) - the Australian State of the Site

  31. Antenna ID (ant_id) - the key to the RADCOM Antenna table

  32. Antenna Gain (ant_gain) - the main lobe (or forward) gain of the antenna recorded in decibels referenced to an isotropic radiator

  33. Antenna Front-to-Back (ant_fb) - the ratio of forward gain to reverse gain of a directional antenna

  34. Antenna Beamwidth (ant_bw) - the angle between the -3db beamwidth points off the main lobe of the antenna

  35. Antenna Band (ant_band) - the frequency band that the antenna was designed to operate in

  36. Antenna Size (ant_size) - the physical measurement of a parabolic antenna. In the case of multi-element aerials the number of elements and/or arrays as per the following examples:

    9x1 9 element single yagi 13x2 2 phased 13 element yagi 2.8 metre diameter parabolic dish 4 element dipole

  37. Antenna Type (ant_type) - a description of the type of antenna used

  38. Antenna Type Code (ant_code) - a unique abbreviated code used for each of the antenna types as per the following list:

    A Parallel array of dipoles B Cardioid ground plane antenna C Ground plane antenna D Dipole or folded dipole E Helical F Passive repeater (flat) G Log periodic H Horn I Inverted V J Tuned long wire K Travelling wave L Shell M Loop N Lens not used P Parabolic (all types) Q Rhombic R Corner reflector S Shrouded parabolic T Slot U Unipole V Vee beam W Mini grid pak X not used Y Yagi Z Radiax

  39. Antenna Manufacturer (ant_manuf), Antenna Model (ant_model) - where the antenna Manufacturer and Model details are unknown these fields contain the text 'UNKNOWN' or, if representative of a prescribed notional antenna the text 'NOTIONAL' appears in the Manufacturer field

  40. Assignment ID (sys_ass_no) - unique identifier generated for use with the CDROM to provide a record identifier (used for data manipulation purposes)

  41. Device ID (sys_dev_id) - has the RADCOM ID value for the Device record (used for data manipulation purposes)

  42. Licence Type ID (sys_lt_id) - has the RADCOM ID value for the Licence Type (used for data manipulation purposes)

  43. Licence Category ID (sys_lc_id) - has the RADCOM ID value for the Licence Category (used for data manipulation purposes)

  44. Licensing Area ID (sys_la_id) - has the RADCOM ID value for the licensing charge area (used for data manipulation purposes)

  45. IIC Supplied (sys_iic_sp) - (used for Spectrum Licensing)

  46. Guard Space Exists (sys_g_spc) - (used for Spectrum Licensing)

  47. Agreement ID (sys_ag_id) - (used for Spectrum Licensing)

  48. Site Postcode (postcode)

Site Information

The database contains the following data elements:

  1. Site ID (site_id) - as in RADCOM

  2. Latitude (latitude)- the latitude co-ordinates (in decimal degrees) of the Site

  3. Longitude (longitude)- the longitude co-ordinates (in decimal degrees) of the Site

  4. Location (location) - The Site Name

  5. Zone (zone), East (east), North (north) - the AMG co-ordinates of the Site

  6. Site State (site_state) - the Australian State of the Site

  7. Licensing Area ID (sys_la_id) - has the RADCOM ID value for the licensing charge area (used for data manipulation purposes)

  8. Effective Radius (eff_radius) - The effective radius of a mobile site (used for Spectrum Licensing)

  9. Site Postcode (postcode)
