ACMA media release 35/2011 – 31 March
As part of its review of the Commercial Radio Standards, the ACMA is seeking submissions and comments in response to an Options paper released today.
The paper outlines a number of scenarios and options for potential reform to the three existing program standards applying to commercial radio broadcasting-the Advertising Standard, the Disclosure Standard and the Compliance Program Standard.
'The Commercial Radio Standards were introduced in 2000 to provide appropriate community safeguards. The review has been from the outset a first principles, evidence-based review, and this Options paper continues that approach,' said ACMA Chairman, Chris Chapman.
'The ACMA is considering the regulatory arrangements under the commercial radio standards in the context of whether the regulation is effective in practice, whether it is cost efficient (i.e.maximises benefits to citizens and takes account of costs to industry) and whether the regulation is appropriate in balancing needs of citizens without imposing undue burden on industry,' he said.
This Options paper follows an Issues paper released in 2010 and develops responses to important questions raised at that time.
Drawing on submissions in response to the Issues paper, evidence from ACMA-commissioned research, and consultation with industry and the wider community, the Options paper sets out findings, from which scenarios and options are drawn.
The ACMA is seeking responses to these options for reform from Australian commercial radio listeners, broadcasters, advertisers and the wider community. All have an important role in further developing the options outlined in this paper.
If the ACMA decides to proceed with any regulatory change, further consultation will then be undertaken.
To assist in the consultation process, the paper was available in an online commentary form which makes it easy to comment on the many scenarios and options in the paper.
Supporting research, along with this Options paper and the previous Issues paper are available on the ACMA website. Closing date for submissions is 13 May 2011.
